During the 2024 Committee of Supply (COS) Debate, the Ministry of Culture, Community and Youth (MCCY) unveiled exciting new initiatives aimed at fostering a sense of belonging, fostering connections, and collectively shaping the future. In alignment with this vision, Sport Singapore (SportSG) has launched and updated a series of programmes designed to bring individuals from diverse backgrounds together through sports, with the goal of promoting sport participation, nurturing athletic talent, professionalising the industry, and celebrating our local sporting heroes.

Major Sports Event Fund

As part of the Government’s continued efforts to promote Singapore as a major sporting events destination, a $165 million Major Sports Event Fund (MSEF) will be set aside over four years.

The past year has seen a vibrant sporting calendar in Singapore with major sporting events hosted here such as the inaugural Olympic Esports Week, Professional Triathletes Organisation (PTO) Asian Open, FIBA 3×3 Asia Cup, WTT Singapore Smash and HSBC Singapore Rugby Sevens. Since the takeover of the Singapore Sports Hub, it also saw a 30% growth in sports, entertainment, and lifestyle event days in 2023 as compared to 2019 (pre-COVID).

Building on this momentum, the MSEF will allow for more world-class sporting events to be hosted in Singapore and further strengthen Singapore's reputation as a choice destination for high-signature international sporting events.

Top-up, expansion, and extension of One Team Singapore Fund 

An additional $20 million will be set aside for the One Team Singapore Fund (OTSF). This is in addition to the $50 million set aside for the OTSF previously when it was first launched in 2017.

The OTSF is a dollar-for-dollar matching grant by the Government that aims to catalyse and encourage corporations and members of the public to support our national athletes through their donations, and will be further extended for another one year till 2027.

Summary of the key changes to OTSF from 1 April 2024:

  • Additional $20 million on top up of $50 million previously set aside
  • Further expanded to:
    • Support the Athletes’ Inspire Fund for promising athletes
      representing Singapore in emerging sports
    • Support SportCares, the philanthropic arm of Sport Singapore
  • Extended till 2027

Disability Sports Master Plan

MCCY and SportSG have embarked on efforts to update the Disability Sports Masterplan (DSMP) and the recommendations will be announced later this year.

Since 2016, SportSG has introduced a range of disability sport programmes and initiatives which has reached out close to 20,000 persons with disabilities to date.

SportSG is on track to make all ActiveSG gyms inclusive by 2026 with the aim to encourage gym usage by persons with disabilities. SportSG is developing an ActiveSG gym orientation programme for persons with disabilities.

Supporting our athletes at Major Games

MCCY and SportSG are closely monitoring our athletes’ training and competition needs for the upcoming Major Games in 2024 and beyond.

The current high-performance sport (HPS) system is crafted to be dynamic and athlete-centric, providing personalised holistic support to each athlete. Exceptionally talented athletes receive additional backing through the prestigious spexScholarship program, offering enhanced long-term support to prepare them for success at Major Games on the Asian and World stages, including the Olympics.

To strengthen the support for youth-to-senior athlete transition to ensure sustained success over time, the spexPotential programme - first announced in August 2023 - will be fully operational from April 2024. 

Sports Facilities Master Plan

Singaporeans can look forward to the opening of four new facilities this year – the Kallang Tennis Hub, the Kallang Football Hub, new basketball courts at the former Bedok Swimming Complex, and a facility for softball and baseball at Jurong East.

To encourage even more Singaporeans to lead active lifestyles, SportSG has worked closely with MOE to make available more than 370  facilities featuring indoor sport halls and free-to-play fields under the Dual-Use Scheme (DUS).

In Ang Mo Kio, Hougang and Queenstown, residents can look forward to refreshed sport facilities in their neighbourhood in the next few years as these sport facilities are undergoing renovation works.

SportSG has thus far built 10 Sport-in-Precinct (SIP) facilities which are free for all residents to use and located conveniently within HDB estates for residents to simply head downstairs to use. There are another 24 more SIP projects in the development with four currently undergoing construction (Keat Hong, Pasir Ris East, Tampines North, and Whampoa).

Rejuvenating the Kallang Alive Precinct 

With the intensifying competition, it is important for Singapore to have world-class venues to continue attracting top-tier events and to support community uses.

SportSG will develop a new indoor arena to be among the best-in-class globally and the current Singapore Indoor Stadium will continue operations until new indoor arena is complete.

The development of a new indoor arena will support our vision of transforming the entire Kallang A liveprecinct into a single integrated ecosystem capable of being the:

(a) host of world-class events, 

(b) home ground for our national athletes as they train and compete, 

(c) beating heart of our community, grassroots and school sports, and 

(d) testbed and breeding ground for sports innovation, leading businesses and international organisations.
